City staff proposed a parking plan that attempted to forge a compromise between the Holly Street residents who have expressed a concern about emergency vehicle accessibility and want restrictions put on street parking and a larger number of residents who favor the preservation of parking. “This is a plan designed not to make anyone happy,” Public Works Director Steve May said. The City Council voted 3-2 on Feb. 3 to prohibit parking on Holly Street below Alta Laguna through the hairpin turn at Oceanview and throughout the cul-de-sac.

AREA 1 North Coast Highway: A caller reported patrons at the Crescent Bay Inn refused to leave in the 1400 block at 11:46 a.m. Friday. Wave Street: A woman reported her medication and purse were stolen from a vehicle in the 200 block at 6:03 p.m. Friday. The vehicle was unlocked and the items were valued at $326. Holly Street and Cypress Drive: A caller reported vandalism at 8:53 a.m. Saturday. The caller reported a silver Toyota Camry's driver's side window was broken. Circle Way: A caller reported a man punched a dog and harassed the dog's owners at Crescent Bay North at 3:58 p.m. Saturday.

The following is from the Jan. 19 City Council meeting. Storm nearly cancels meeting City Manager Ken Frank gave a brief update before the regular agenda on the effects of the storm that struck earlier in the day, so severely that cancellation of the meeting was considered. Frank reported that there was no major damage, although some flooding occurred in private homes and yards. There were several mudslides ? the worst being on Panorama Drive ? and quite a few fallen tree limbs.

TUESDAY Noria Street: Someone told police that they heard a woman screaming at 1:17 a.m. in the 1100 block. MONDAY Anacapa Way: A man told police that he thought he heard gunfire at 6:38 p.m. in the 1200 block. Cleo Street and Glenneyre Street: Police received a report that a car was driving fast at 8:11 p.m. South Coast Highway: A man in a green Mazda SUV reportedly stole a bottle of wine at 11:27 a.m. in the 700 block. South Coast Highway: Someone told police that smoke came out of the VCR and the lights weren't working at 10:57 p.m. in the 2000 block.
