The City Council is accepting applications for the appointment of a seven-member citizens oversight committee to monitor the use of the half-percent sales tax revenue from Measure A, which was approved by Laguna Beach voters on Dec. 13. The primary purpose of the committee will be to ensure transparency in the use of the revenue, City Clerk Martha Anderson said. Appointments will be made for two-year terms with the opportunity to reapply. Laguna Beach residents who are interested in applying must submit an application, which is available at the city clerk's office as well as online at the city's website.

A Sunday afternoon stroll in Laguna Beach was life-changing for a Paramount woman, who returned to Mexico Tuesday after she was arrested on a battery charge in Heisler Park. The woman had no identification, and allegedly told police officers that she was from Mexico and not in the U.S. legally. Police video captured the incident — showing the couple grappling with each other and the woman striking the man — and has been shown on TV news stations, raising the profile of the incident.

Hats and books were the order of the day at the luncheon hosted by the Friends of the Library on Tuesday at Three Seventy Common. "Ladies Who Lunch….and Read" reviewed books they recommended to supporters of the library and competed for prizes for their hats. Angela Irish won first prize in the hat contest, for a hat she had designed and Lara Cerdes had created for the Laguna Beach High School production of "Hello, Dolly!" Lee Winocur Field placed second with a pink and white confection and Sharael Kolberg's "fascinator," those tiny hats popularized by the Duchess of Cambridge, took third place.

It has been said that a stylish woman can make a garbage bag look like haute couture. So can artists. The Festival of Arts Runway Fashion Show featured designs created by festival exhibitors from recycled, reclaimed or re-used materials, including trash bags, competing for four $1,000 prizes and the People's Choice Award. "There was nothing trashy about this," said Pat Kollenda , a festival board member and fashionista. Ten entries were paraded down the runway to be judged by a panel of three judges and an audience of more than 1,500.

Prosecutors have charged a man with kidnapping a boy during a Saturday carjacking in Aliso Viejo. James Christopher Corr, 34, of Mission Viejo faces a slew of felony counts, including carjacking, kidnapping during the commission of a carjacking, first-degree robbery and hit-and-run with injury, according to the Orange County district attorney's office. Corr is first accused of breaking into a Honda Accord parked at an Aliso Viejo business and stealing a purse. Sometime after 8 a.m., Corr allegedly entered an open garage with a Volvo SUV inside, where a mother had left her 2-year-old son in the backseat as she went into her home to retrieve something.

Mother and son rescued from fire A mother and son were rescued from a fire in the 3000 block of Zell Avenue about 8:20 a.m. Aug. 13, according to city officials. The fire started in a detached garage, which was destroyed, and the home sustained significant smoke damage. City firefighters responded along with mutual aid from Orange County Fire Authority. The fire was reported knocked down at 8:53 a.m. The two who were rescued were taken to Mission Hospital Laguna Beach for examination and were subsequently released.

Queda Way: A woman reported that her vehicle was vandalized while parked in her driveway overnight at 9:59 a.m. in the 2000 block.

Legion Street: A reportedly intoxicated male was asked to leave the area after screaming in the street that he should be allowed to enter the Hare Krishna temple at 4:51 a.m. MONDAY South Coast Highway: Police received a call at 4:08 a.m. from a man saying water was pouring down the street into his house.

Three men are in jail after allegedly shooting a Huntington Beach woman with an airsoft pistols in Laguna Beach. Kevin Khanh Pham, 19, of Garden Grove, James Lam, 22, of Garden Grove and Dung Tuan Nguyen, 20, of Westminster were arrested on suspicion of robbery and are being held in lieu of $100,000 bail, according to the police log.
